International Students In Quebec Can Submit Their Documents Online

Candidates that are applying for the International Student Program of Quebec will be allowed to submit supporting documents online.

The Government of Quebec had moved to an online application system for their international student program in 2008.

The majority of applications for temporary selection for studies are now being allowed to be submitted through the online portal.

However, there are a number of documents that are still mandatory to be sent to the ministry though mail.

The Immigration Ministry of Quebec, which is also known as MIFI, says they have implemented a secure electronic document submission solution that will help them facilitate the process for international students.

The new service is called Arrima, and it is available through the immigration application management system of Quebec.

What is Arrima?

Arrima was introduced in 2018 by the government of Canada to manage the bank of candidates for the Skilled Worker Program of Quebec after the program was switched from paper-based to first come first served application approach to the EOI (Expression of Interest) system.

The EOI system of Quebec manages the bank of candidates for a Quebec Selection Certificate, which is also known as the Certificat de sélection du Québec or CSQ.

A CSQ is required in order to apply for permanent residency in the province of Quebec.

Candidates can express their interest by creating a profile in Arrima, which is then placed in the pool of candidates and ranked based on a score or other criteria.

The Immigration Ministry of Quebec issues invitations to apply for a CSQ based on either a candidate score or other factors such as labor needs in the province’s outlying regions.

Candidates that get a CSQ are allowed to apply for a permanent residency with the federal immigration ministry of Canada.

The federal immigration ministry of Canada is responsible for verifying medical and criminal admissibility.

For people that are wondering if they are still allowed to submit their application or other supporting documents in paper format, yes you can, and you can do them through mail too.

Canada Introduces 2 New Initiatives to Improve Family Reunification for Protected Persons

The government of Canada has introduced 2 new initiatives in order to improve the family reunification for protected person status.

The new initiatives are going to make it easier for foreign nationals with protected person status and their family members living abroad to apply for permanent residence.

What exactly is a protected person?

A protected person is someone the IRCC (Immigration, Refugees and Citizenship Canada) believes has a credible reason to fear persecution in their country of the region.

Some of the reasons include race, religion, membership in a social group, political reasons, dispute, or nationality.

Most of the time, protected persons have dependent family members who are living abroad in precarious situations.

The IRCC says this makes it difficult for immigration officers to reach to family members during the permanent residence application process.

In order to address these challenges, the Immigration, Refugees, and Citizenship Canada has put in 2 new initiatives.

  1. A centralized intake process that is going to allow the protected persons with dependent family members abroad to submit permanent residence applications for themselves and their family members simultaneously at a single location, which is the IRCC Case Processing Centre located in Mississauga, Toronto, Canada.
  2. A 1-year Centralized Concurrent Processing Pilot that is going to process the applicants for permanent residency of both the protected person and their overseas dependent family members at the same time.

After launching the new initiatives, the Immigration, Refugees and Citizenship Canada said, “This new centralized process will allow the protected person in Canada to communicate with IRCC on behalf of their family.”

In order to take benefit of the new initiatives, family members should be residing in a country within the areas of responsibility for the migration offices that are participating in the pilot:

  • Bogota, Colombia
  • Buenos Aires, Argentina
  • Kingston, Jamaica
  • Lima, Peru
  • London, England
  • Nairobi, Kenya
  • Mexico City, Mexico
  • Port of Spain, Trinidad
  • Sao Paulo, Brazil

What to Do?

When a person applies to immigrate to Canada, they are required to declare all of their family members, which include their spouse, common-law partner, dependent children, children of dependent children and many more.

If you fail to declare a family member during the application processing, you will be prohibited from sponsoring that family member in the future.

The new public policy allows permanent residents who came to Canada as a Convention refugee, a protected person or who were themselves sponsored as a spouse, common-law partner, conjugal partner, or dependent child, to sponsor family members if they were not declared at first.
